In the textbook, prepared on the basis of the latest federal and regional legislative acts and regulations, court decisions, municipal legal acts, the practice of their application, the originality of municipal law and local self-government in Russia, the basic principles of activity and powers of local government bodies, foreign experience in organizing local self-government, and the features of international legal regulation of local self-government are revealed.

The textbook contains four sections devoted, respectively, to the concept and system of Russian municipal law. The first section is “The Concept and System of Municipal Law,” which examines municipal law as a branch of law, as a science and academic discipline, and a system of municipal law. The second section is “The Identity of Local Self-Government,” which includes 8 chapters (legal organization of local self-government, territorial organization, models and organization of local self-government, intermunicipal cooperation, responsibility of local government bodies and officials, guarantees and protection of its rights). The third section “Competence of local self-government” analyzes the general competence of local government, its powers in the field economic development, in the budgetary and financial-credit spheres, powers in the field of land relations, for the management of municipal property and municipal economy, in the field agriculture, in the socio-cultural sphere. The fourth section is devoted foreign experience organization of local self-government and its international legal regulation.

In the system of municipal law, two new sub-branches are being formed - urban law and rural law, which are also covered by its general part.

They ensure the binding of municipal legal norms and institutions to the territorial structure of local government.

An integral element of the general part of municipal law is comparative municipal law, the objects of which are

IN modern conditions integration of the world community, research in the field of comparative municipal law becomes important and of great value. A comparative legal study of local government in various states was carried out by A.I. Cherkasov. He compared the following institutions: theoretical and legal institutions of local government, structure and forms of activity of local government bodies, direct public administration in the local government system, the powers of local government bodies, their relations with central government, problems of local government and its reform.

E.V. Gritsenko studied local self-government in federal states using the examples of Germany and Russia, since Germany has deep democratic traditions and has already implemented many ideas that are programmatic constitutional guidelines for Russia ( rule of law, social state, civil society).

A common form of legal regulation of local self-government in foreign countries are charters municipalities(municipal charters). The right of municipalities to apply and amend their charters can be established both by the constitution and by laws. They establish legal norms that are binding on all legal entities and individuals of the municipality.

Before entering into force, statutes (charters) must be approved or registered by the relevant government authorities.

In the practice of legal regulation of local self-government in foreign countries, the administrative contract is becoming increasingly widespread. It is an agreement between municipal authorities and other legal entities, expressing the will of the parties to establish, change and terminate their rights and obligations, to commit or refrain from committing legally significant actions. They are concluded for the purpose of establishing an association of municipalities, de-

alloying certain powers of government bodies to municipalities and vice versa. Such agreements contain legal norms regulating certain aspects of the activities of municipal bodies. This increases the effectiveness of the administrative and legal influence of local governments on the economic and social processes of municipalities and on ensuring the livelihoods of the local population.

Russian society is now going through a difficult period of transition from one socio-economic system to another. The hopes of its citizens and the efforts of the state are directed towards the comprehensive improvement of life in accordance with the ideas of a society that meets the level of achievements human civilization and embodying, to a greater extent than before, the ideals of goodness, justice, freedom, protection from lawlessness and evil, providing people equal opportunities for self-realization and a decent life. This process is complex, contradictory, and multi-conditional. It cannot be carried out by directive or at the request of someone “from above”. No matter what the pessimists say, it depends on all Russian citizens. It is impossible to realize ideals in the life of every person without his personal participation. And society is always the same as its citizens and their activity. Life in a society can become better if its citizens become better - more educated, smarter, more cultured, more humane, more democratic, more decent, fairer, more professional, more capable both in personal qualities and in behavior.

All this is especially significant for the younger generation of Russians. The future of Russia and life in it belongs to him, and it will be more prosperous if the generation itself becomes more perfect. It is rightly said that humanity would be marking time if children did not surpass their parents. But such perfection does not come naturally.
